Needham's own planners found that roughly 89% of new single-family permits between mid-2013 and mid-2023 were replacement homes on lots where an older house came down. Whether you rebuild or add on, the town's floor-area and stormwater rules set the limits.

Needham today

A town that is rewriting its house-size rules while people keep building.

The numbers come from the town. Between July 2013 and June 2023 Needham issued 845 building permits for single-family houses and 840 residential demolition permits, which led the Planning Board to conclude that teardowns had become the main source of lots for new homes.

Needham answered once already. In 2017 Town Meeting added a floor area ratio limit in the Single Residence B district, lot coverage limits in Single Residence B and General Residence, new side-yard and garage setbacks, and height rules meant to stop builders from mounding up grade around a foundation.

Since late 2024 a Large House Review Study Committee has been working on a second round, including counting more of a house toward its floor area. Some of those changes were still headed to Town Meeting in 2026, so the size a lot allows is something we check at the time of design, not from memory.

Rules to know before building in Needham.

  • Online permits with a compliant plot plan

    Needham accepts building, electrical, plumbing, gas and mechanical permit applications only online through OpenGov; paper applications are not accepted. The Building Department publishes an example of a compliant plot plan to submit with the application.

  • Single Residence B floor area and lot coverage

    Since 2017 Needham has applied a floor area ratio limit in the Single Residence B district and lot coverage limits in Single Residence B and General Residence. Today FAR counts first and second floors and excludes basements, attics, up to 600 square feet of garage and unenclosed porches.

  • Large-house zoning under revision

    A Planning Board study committee has recommended counting more space toward FAR, sliding lot coverage, lower height limits and averaged front setbacks in Single Residence B. Articles on height and half-story floor area were being sent toward the October 2026 Special Town Meeting.

  • Stormwater By-Law for added impervious area

    Since May 2026, new construction and additions that add impervious surface must include soil testing, engineered stormwater controls and an operation and maintenance plan recorded with the deed. Designs prioritize recharging the first 1.5 inches of runoff, and no connection to the storm drain or sewer is allowed without a permit.

  • 25- and 50-foot no-disturb zones

    Needham's wetland regulations set a 25-foot No-Disturb Zone next to wetlands, water bodies and flood land, and a 50-foot zone where that area provides wildlife habitat or is undeveloped. The Commission presumes wildlife habitat unless it finds otherwise.

  • Historical Commission demolition review

    Needham's Historical Commission reviews proposed demolitions under the town's demolition delay by-law, Section 2.11.5 of the General By-Laws. Plan for that review before scheduling a teardown.

  • Scenic Roads and public shade trees

    On Charles River Street, South Street and Central Avenue between Nehoiden Street and Marked Tree Road, cutting trees or tearing down stone walls needs Planning Board consent after a public hearing. Trees in or bordering any public way are public shade trees that need a Tree Warden permit.

  • Stretch and Specialized energy codes

    Needham has used the Stretch Energy Code since January 1, 2020, and it covers certain additions and renovations. Town Meeting took up the Specialized Code for new construction in October 2023, with a planned effective date of July 1, 2024.

Lot and utility conditions

What sits under and around a Needham house.

Needham is sewered and on town water, which makes basements and baths simpler than in septic towns. The site work is where Needham asks for more.

Town sewer to Deer Island
Needham runs about 130 miles of gravity sewer and 10 pump stations but no treatment plant of its own; wastewater goes to the MWRA system. New connections still need a permit.
Water service lines
The DPW's 2024 service line inventory flagged only 115 of roughly 10,000 connections as possible lead, galvanized or unknown material. A full rebuild is a good time to confirm what yours is.
Soil tests for stormwater
Since May 2026, projects that add roof or paving need soil testing and an engineered design that recharges the first 1.5 inches of runoff from impervious area.
Wetland no-disturb zones
The 25 feet next to a wetland, water body or flood land is a no-disturb zone, widened to 50 feet where the land provides wildlife habitat or is undeveloped.
Scenic roads
Charles River Street, South Street and part of Central Avenue are Scenic Roads. Removing trees or stone walls along them needs Planning Board consent after a hearing.
Ridge Hill and conservation land
The Conservation Commission manages more than 360 acres at Ridge Hill Reservation alone, so some lots back onto protected land with its own boundaries to respect.

Do I need a stormwater permit for an addition in Needham?

Usually yes, if it adds impervious surface. Since May 2026 Needham folds stormwater review into the building permit for new construction and additions that add roof, driveway or patio area.

Can I still submit a paper permit application in Needham?

No. Needham takes all building permit applications online through OpenGov, and amendments to an active permit need a new application.
