Here the Historical Commission looks at any demolition permit for a building that is 75 years or older, and we plan for that before a wall comes down.

Working close to the shop
When a job is in Waltham, our shop on Calvary Street is a short drive away. That matters on a remodel, where waiting on one missing part can hold up the whole day.
It also means we file with the same offices over and over: the Building Department and the City Engineer in the Arthur Clark Government Center at 119 School Street, and the Conservation Commission when a lot backs onto the Charles River or one of the brooks. We know which form goes where, and we know the Building Department wants the owner's signature on every application.
Waltham grew up around its mills and the watch factory on the Charles, and its housing mixes older worker houses with later single-family neighborhoods. Many have been added onto more than once, so we open walls expecting surprises and price the estimate so you can see each piece.

The Waltham rules that shape a project
These come from the city code, the Building and Engineering pages and the state's energy code list. The city confirms what applies to your house when the permit is reviewed.
Owner signs every permit
Waltham's Building Department needs the property owner's signature on the application, and building permits are not accepted by mail except for roofing, insulation and replacement windows.
10th Edition building code
Building permit applications filed in Waltham after July 1, 2025 must meet the 10th Edition of the Massachusetts State Building Code.
Demolition delay at 75 years
Under Chapter 23, a demolition permit for a building 75 or more years old, in whole or in part, goes through the Historical Commission first; a house of unknown age is treated as over 75. If the Commission finds it significant and, after a public hearing, preferably preserved, a twelve-month delay applies.
One ADU by right
Waltham allows one accessory dwelling unit by right as an accessory use to a home in single-family districts, between 450 square feet and the smaller of 900 square feet or half the main home's floor area. It must meet the district's setbacks, height and lot coverage, have its own entrance, and cannot be a short-term rental; a second ADU needs a City Council special permit.

Inflow and infiltration mitigation
Work that adds wastewater to Waltham's sewer must remove four gallons of groundwater or stormwater inflow for every gallon added, or, for smaller flows, pay a one-time fee in lieu if the city's sewer bank has room. The City Engineer administers it.

No sump pumps into the sewer
The Engineering Department says a sump pump connected to the sewer pipe leaving the house is an illegal connection. Sumps here normally discharge to a dry well or a leaching trench.

State wetlands rules only
Waltham has no local wetlands bylaw, so the Conservation Commission applies the state Wetlands Protection Act: work within 100 feet of a wetland or 200 feet of a river or perennial stream likely needs a filing, either a Request for Determination or a Notice of Intent.

The state's adoption list shows Waltham on the Stretch Energy Code since July 2012 and not on the Specialized Code. New homes and large additions follow the stretch requirements.

On the ground
What Waltham houses and lots throw at us
A few conditions come up on Waltham jobs again and again, and each has a standard way we handle it.
- Sump pumps tied into the sewer
- The city calls a sump connected to the house sewer line an illegal connection. If we find one, we reroute it to a dry well or leaching trench as part of the job.
- Work near the Charles and its brooks
- Waltham has no local wetlands bylaw, so the state Wetlands Protection Act sets the lines. Anything within 200 feet of the river gets checked with the Conservation office first.
- Added flow to the sewer
- An extra unit or added bedrooms can trigger the city's inflow and infiltration mitigation. Engineering sizes it from state Title 5 flow figures, and we build that into the schedule.
- Old houses, mixed framing
- Many homes here have been expanded more than once. We expect to find two or three framing eras in one wall and plan the structural work after the walls are open.
- Recently paved streets
- The city keeps a list of streets under a paving moratorium. A new water or sewer service on one of those streets needs a look before it goes on the schedule.
- Owner signatures
- Building permit applications here need the owner's signature and cannot be mailed in, apart from roofing, insulation and replacement windows.

Will the Historical Commission get involved in my remodel?
Only if the job needs a demolition permit for a building that is 75 or more years old in whole or in part. Interior-only demolition is excluded from Waltham's ordinance, so most kitchen, bath and basement work never reaches the Commission.
Who pulls the permits in Waltham?
We do. HouseCraft is licensed and insured, files the building permit, and schedules the inspections; the city still needs your signature as the owner on the application.
