Residential gross floor area cap
The total gross floor area of all buildings on a one- or two-family lot can't exceed a limit set by lot area. New homes use one table and homes built before January 1, 2024 use a more generous one, and the count includes garages, porches, half stories and basements with 6'8" ceilings.

Basements near seasonal high groundwater
When a basement or crawl space will sit less than 2 feet above estimated seasonal high groundwater, the engineered drainage design has to meet Conservation Commission runoff standards and account for the perimeter sump pump's discharge. The town's review standard asks for a professional engineer's analysis.

How basement finishing goes in Lexington.
Lexington's worksheet counts any basement with a ceiling height of at least 6 feet 8 inches as gross floor area. On a house that is already near its cap, finishing the basement is usually fine because the space already counts, but lowering a floor to gain headroom can push square footage onto the books that wasn't there before. We run the worksheet before anyone breaks concrete.
Water is the other local issue. Where a new basement or crawl space would sit less than 2 feet above estimated seasonal high groundwater, the town's review standard requires an engineer to size drainage for the perimeter sump pump's discharge along with the Conservation Commission's runoff standards. For an existing basement we're finishing, that history tells us where to put the drainage mat, the sump and the egress window wells that will appear on the plot plan.
