Watertown rules that apply

What Watertown requires for basement finishing.

  • 150-foot wetland buffer

Watertown's wetlands ordinance sets a 150-foot buffer zone around resource areas, wider than the state's 100 feet, and the area within 200 feet of a perennial river is itself protected. Work there may need a Notice of Intent with the Conservation Commission.

  • DPW stormwater permit

DPW Engineering requires a stormwater management and erosion control permit for projects such as converting a single-family to a two-family, building a new one- or two-family home, adding 500 square feet or more of net impervious surface, or installing a sump pump with a subsurface infiltration system.

  • What needs a building permit

Watertown's Inspectional Services says most work on or in a structure needs a building permit. Its listed exceptions include minor repairs, painting, sheds under 200 square feet and retaining walls under 48 inches high.

How basement finishing goes in Watertown.

Many Watertown basements have drain lines and ducts hung below the joists, which steals headroom. Rerouting them takes planning with the plumber and the inspector, and it is often what turns a storage cellar into a room you can stand up in.

If the basement needs a sump pump that drains to an underground infiltration system, Watertown requires a stormwater management and erosion control permit from DPW Engineering for it. We file it alongside the building permit.

Questions

Basement finishing in Watertown, answered.

Can the pipes under my Watertown basement ceiling really be moved?

Often they can. A Watertown customer wrote that we raised the ceiling pipes in their basement after others said it was impossible; it depends on the drain slope and where the lines can be rerouted.
