New sewer and storm drain services must be installed from the main, and existing services can't be reused unless they're lined in place. DPW won't issue a street opening permit until the connection permit is issued.

How bathroom remodeling goes in Belmont.
Inside the house, a Belmont bathroom runs on building, plumbing and electrical permits, with building inspections booked at least 24 hours ahead for the weekday 10-to-noon window. Belmont's packet calls for an excavation, foundation, framing, insulation and final inspection on building work, and the bathroom's rough plumbing has to be signed off before framing is.
The local catch is under the street. If adding a bathroom means a new or replaced sewer service, the stormwater rules require a Sanitary Sewer Connection Permit, a new service from the main, and DPW won't open the street until that permit is in hand. In a local historic district, a bathroom window visible from the road also goes to the Historic District Commission.
