An addition is new construction in FEMA's eyes, and Winchester's engineering page asks owners to talk with the Building Department and the Conservation Agent before adding on or changing grades in the 100-year floodplain. If the project crosses half the building's value, the existing house has to come up to flood standards along with the addition.
Rangeley adds a design layer: additions are expected to be subservient to the original house, and new stories set back from the main facade. Elsewhere in town the usual zoning and setbacks apply, and a backyard ADU is possible under the town's bylaw, limited to half the main house's floor area or 900 square feet. Because that bylaw predates the state's 2025 ADU law, we confirm the current conditions with the Building Department.

In Rangeley, no change to a heritage feature can be made until the commission reviews it at a public hearing and issues a certificate. The handbook presumes fences and walls along roads, in prominent yards or on lot lines are inappropriate.

Floodplain substantial improvement
In the 100-year floodplain, a renovation or addition costing 50% or more of the building's pre-project market value is a substantial improvement. The building then has to meet new-construction flood rules, including raising the lowest floor, basement included, a foot above base flood elevation.

2025 flood map update
Winchester says FEMA's revised flood maps take effect July 8, 2025. They are based on 2020 topography with unchanged flood elevations, so some properties moved into the floodplain and some moved out.
