Demolition review for pre-1941 buildings
Under Chapter 14, any building built in or before 1940, or listed on a National or State Register or the state's historic inventory, is eligible for Historical Commission review before demolition or moving off its foundation. After a hearing the Commission can impose a delay of up to 12 months on the demolition permit.

Demolition sign-off sheet
A demolition permit needs a plot plan, deed, letters confirming water, sewer, gas and electric are cut and sealed, a sidewalk permit from Public Works for equipment, and proof of asbestos and mercury removal and rodent control to the Board of Health. Conservation also signs the sheet.

2025 flood map update
Winchester says FEMA's revised flood maps take effect July 8, 2025. They are based on 2020 topography with unchanged flood elevations, so some properties moved into the floodplain and some moved out.

Specialized Energy Code for new buildings
Town Meeting adopted the Specialized Energy Code on November 14, 2024, for new-building permits filed on or after July 1, 2025. All-electric homes have no extra requirements; mixed-fuel homes must be pre-wired for electrification and add solar or meet Passive House, and homes of 4,000 sq ft or more must fully offset fossil fuel use with on-site renewables.
How new construction goes in Winchester.
Before a new house can go up, the old one has to come down, and in Winchester that starts with age. A building constructed in or before 1940 is eligible for review under Chapter 14, and the Historical Commission can impose a delay of up to 12 months. The commission can lift a delay early if a comparable, well-scaled replacement is proposed.
The demolition sign-off sheet then asks for utility disconnect letters, a Public Works sidewalk permit, Board of Health proof of asbestos and mercury removal and rodent control, and Conservation's signature.
